Our Oracle partnership, in verifiable detail
Government agencies run some of the most complex, heavily customized Oracle environments in any sector — decades of configuration, deep integration with downstream and legacy systems, and compliance obligations that touch payroll, HR, financials, and every layer of the stack. We help agencies keep those environments current and supported, manage that complexity without losing control of it, and modernize without disrupting the operations that depend on it — whether that means sustaining and upgrading PeopleSoft, implementing Oracle ERP Cloud, or transforming finance operations onto Oracle Fusion.
Matched to how your agency operates
You're running Oracle across finance, HR, and procurement today — on PeopleSoft, on Oracle ERP Cloud, or mid-transformation onto Oracle Fusion — and you need a partner who understands fund accounting, GASB, statewide payroll complexity, and state auditor requirements. We deliver PeopleSoft upgrades, ERP Cloud implementations, and Fusion transformations for agencies that answer to legislatures, auditors, and federal oversight bodies simultaneously.
You need Oracle expertise — PeopleSoft, ERP Cloud, Fusion, or database administration — scaled to county and municipal environments, without requiring a large internal Oracle team to sustain it. We deliver upgrades, implementations, and managed services sized for counties, municipalities, and special districts.
You need an Oracle Platinum Partner subcontractor with active SAM.gov registration and demonstrated public-sector past performance across PeopleSoft, ERP Cloud, and Fusion financial transformation. We execute teaming agreements within 48 hours.

Customization retrofit and regression testing built into every upgrade
End-to-end implementation of Oracle ERP Cloud / Fusion Financials and Procurement — General Ledger, AP, AR, Fixed Assets, Purchasing, and Sourcing — configured to fund accounting, encumbrance accounting, GASB standards, and state auditor requirements from day one.
6–18 months · compliance validation at every phase · deployed on Oracle Government Cloud
Proven end-to-end migration from PeopleSoft HCM and Financials to Oracle Fusion Cloud, with controlled coexistence for business units remaining on PeopleSoft during a phased transition. No PeopleSoft environment decommissioned until Fusion is confirmed stable and auditor-ready.
Assessment in 4–6 weeks · phased migration · zero financial data loss
Oracle Enterprise Performance Management, Oracle Analytics Cloud, and OBIEE for government — financial planning, budgeting, forecasting, financial close, and real-time reporting configured to government financial reporting standards and state auditor requirements.
Integrated with Oracle Fusion Financials or deployed standalone
Ongoing database administration for Oracle Database — performance tuning, availability management, patching, backup and recovery, and capacity planning — plus lift-and-shift or re-platform of PeopleSoft and Oracle workloads to Oracle Cloud Infrastructure with managed hosting and disaster recovery.
Proactive administration — issues identified and resolved before they become outages
How we deliver Oracle projects
IT-led engagements covering new Oracle ERP Cloud and Fusion implementations, PeopleSoft upgrades, PeopleSoft-to-Fusion migrations, and existing-environment support — and everything in between. Our delivery model reflects that: structured enough for a major transformation, flexible enough to come in at any stage of an existing Oracle environment. Every phase includes compliance checkpoints and documented rollback plans.
Current-state health check: PeopleTools/PUM currency, ERP Cloud or Fusion fit-gap analysis, database performance, customization inventory, integration integrity, and compliance gap analysis. Deliverable: assessment report and recommended path forward.
Chart of accounts design, fund accounting configuration, encumbrance accounting setup, GASB reporting framework, and approval workflow architecture — every government-specific decision documented and signed off by finance leadership before build begins. Deliverable: financial/technical design document.
PUM image and PeopleTools upgrade execution, ERP Cloud/Fusion configuration, PeopleSoft-to-Fusion data migration, and integration development — executed in iterative sprints with agency review at each milestone. Deliverable: configured, tested Oracle environment with validated data.
User acceptance testing, parallel payroll/financial runs, security testing, and financial reconciliation against legacy outputs — go-live authorized only once balances reconcile. Deliverable: validated environment and go-live sign-off with hypercare support.
Database administration, PUM image and quarterly-update management, integration support, and performance monitoring as ongoing managed services. Compliance posture — NIST, StateRAMP, CJIS, GASB — evidenced and maintained continuously, not assembled at audit time. Deliverable: operations runbook and SLA-based managed services engagement.

Frequently asked questions
Everything contracting officers, IT leaders, and prime capture teams routinely ask before engaging.
Significant if managed poorly, manageable if planned correctly. The disruption risk comes from three things — underestimated data complexity, inadequate change management, and configuration decisions made without understanding how government finance actually works. Our methodology addresses all three before any migration begins. We also support controlled coexistence, so business units can remain on PeopleSoft while others transition to Fusion, avoiding a hard cutover of everything at once.
Oracle Fusion is the underlying technology platform. Oracle ERP Cloud is the suite of financial, procurement, and HR applications built on Fusion. When agencies say they're implementing Oracle ERP Cloud, they're implementing Fusion-based applications — we deliver both under one practice.
Chart of accounts design is one of the most consequential decisions in an ERP Cloud or Fusion implementation — getting it wrong creates years of reporting problems. We spend dedicated time in the design phase mapping your existing fund structure, appropriation accounts, and reporting requirements before any configuration begins, with finance leadership involved in every decision.
Historical data is migrated as a dedicated workstream — extraction, transformation, validation, and reconciliation against your legacy system. We don't authorize go-live until financial balances in the new environment reconcile to your legacy outputs; your auditors will ask for historical data, and we make sure it's there and accurate.
It's a real, manageable risk. We minimize custom code by using configuration and Oracle's extensibility framework wherever possible, which reduces update risk significantly. For any custom extensions or PeopleSoft customizations, we maintain a regression-testing protocol that validates each update in a non-production environment before it reaches production.
A situation we encounter regularly in government. We come in, profile the environment directly, document what exists, and establish a managed administration model — database or functional — that doesn't depend on any single person's institutional knowledge. Continuity is built in from day one.
Through continuous monitoring and quarterly compliance reviews built into our ongoing support model. When a new NIST control, StateRAMP requirement, or agency-specific mandate takes effect, we assess the impact on your PeopleSoft, ERP Cloud, or Fusion environment and address it before your next audit — not during it.
